Soil remediation started Capital became a bottleneck
The "Pollution Soil Environmental Management Measures" began to take effect on July 1st this year. Not long ago, China's first soil pollution prevention and control law - "Law on Soil Pollution Control (Draft)" was also submitted to the Standing Committee of the National People's Congress for deliberation. . In foreign countries, soil remediation is not a new word, but in China, it is still a relatively new line of business. What is the level of soil environment in Shandong Province, what is the industry prospect of soil remediation, and what are the difficulties facing it?
97% of the land in Shandong Province is clean green
As early as April 2005 to December 2013, China conducted the first national soil pollution survey. The survey results show that the overall state of the soil environment in the country is not optimistic. Of the 775 soil sites in the 81 industrial waste sites surveyed, over-standard sites accounted for 34.9%, mainly involving the chemical industry, mining, and metallurgical industries.
From 2003 to 2013, the Institute of Geological Survey of Shandong Province organized an eco-geochemical survey in the province and mapped a Shandong soil pollution map. The soil environmental quality was divided into five grades, clean and Cleaner belongs to a class of soil, light pollution belongs to Class II soil, moderate pollution belongs to Class III soil, and heavy pollution belongs to inferior class III soil. More than 97% of the province is clean green land. Compared with some southern provinces, soil pollution in Shandong is considered to be more optimistic.
However, soil contamination is serious in a few areas. Yao Xilai, a second-level researcher at the Provincial Agricultural Environmental Protection and Rural Energy General Station, explained that in the area around the Bohai Sea, such as Binzhou, Dongying, and Shouguang, the pollution of organic matter produced by the petrochemical industry is relatively serious and the pollution is relatively serious.
Yao Xilai introduced that the state has made a lot of investment in soil pollution. On the one hand, the Ministry of Environmental Protection is in action. On the other hand, the Ministry of Agriculture is also cooperating in soil remediation. “Shandong agricultural soil pollution control pilots have been started since 2014. Now the pilots have been developed from 2 counties to 4 counties. The Ministry of Agriculture allocates about tens of millions of funds to Shandong each year, and each county has 1,000. More than 10,000, on the one hand, is the restoration of soil pollution, and on the other hand, the improvement of soil fertility.” However, Yao Xilai believes that relying solely on national support is far from enough. All sectors in various industries need to be mobilized and the effect can be significant.
